Job Introduction

London Councils is seeking an exceptional individual to join our team as a Strategic Financial Analyst, supporting the work of the Society of London Treasurers (SLT).

There has never been a more interesting or challenging time to work in local government finance at the pan-London level. This is a rare opportunity to work at the heart of local government finance in London, providing strategic analytical support to the Society of London Treasurers, the leading professional network of Directors of Finance and Resources (Section 151 Officers) from across London's 33 local authorities.

Hosted by London Councils and working closely with senior finance leaders across the capital, you will help shape SLT’s response to government reforms and emerging policy challenges. Through high-quality financial analysis, research and stakeholder engagement, you will support the development of collective positions on key issues affecting borough finances and contribute to strengthening the financial resilience of local government across London.

London boroughs face an increasingly challenging financial outlook, with more than a quarter now receiving exceptional financial support from government to balance their budgets. Rising costs and increasing demand for services in areas such as adult and children's social care and homelessness, together with ongoing reforms to the local government finance system, mean finance leaders must navigate an increasingly complex environment.

As a Strategic Financial Analyst, you will play a vital role in supporting London's borough treasurers through high-quality financial analysis, policy expertise and strategic insight. You will undertake significant research and analytical projects, provide evidence to support policy development and decision-making, and help ensure London's voice is heard in national debates on local government finance.

The role involves regular engagement with senior finance leaders across London's boroughs, government departments and sector partners. It is therefore important that you are politically aware and able to exercise sound judgement, discretion and professionalism in a complex and fast-moving environment.

Why Join Us?

At London Councils, you'll be part of a forward-thinking organisation that champions innovation and improvement across London's local government sector.

This is a unique opportunity to work directly with London's senior finance leaders at a time of significant change for local government finance. You will help shape responses to funding reform, support the financial sustainability of boroughs and contribute to policy development that directly affects London's communities.

As local government continues to adapt to financial pressures, public service reform, technological change and new approaches to funding and accountability, your expertise will help boroughs navigate the future with confidence.

Role Responsibility

Working within London Councils' Policy Team, you will:

· Lead financial analysis and research supporting the Society of London Treasurers' priorities.

· Deliver London-wide surveys, benchmarking exercises and analytical projects.

· Produce briefings, consultation responses and reports on local government finance issues.

· Build strong relationships with borough finance leaders, government and sector partners.

· Support projects that strengthen financial resilience and promote good practice across London local government.

This is a politically restricted post, under Section 2 of the Local Government and Housing Act 1989.

Our Recruitment Approach

The application process involves answering a small number of application questions aligned to the essential criteria for the role. All applications will be processed using a blind sifting method. This means that personal identifying details will be removed to ensure fair and unbiased shortlisting of applications.

The panel sees only the anonymised generated CV that Tribepad builds from the Education and Employment History sections of the application form.
Uploading a personal CV is optional and only helps auto-populate these sections - it does not replace completing them.
Please ensure these sections are fully completed. If they’re left blank, key information won’t appear in the anonymised pack and fair review becomes harder.

Your full details and original CV are not shared with the panel until after the shortlist is agreed and you are invited to interview.

We are committed to equal opportunities and encourage applications from all backgrounds. Reasonable adjustments will be made to support candidates during the recruitment process.
