Job Introduction

If you’re a senior data analyst who enjoys turning complex datasets into strategic decisions, this role offers the chance to build something meaningful from the ground up.

Warmer Homes London, launched by London Councils and the Mayor of London, is tackling systemic barriers to housing retrofit and fuel poverty across the capital. Our work brings together boroughs, housing providers and national government to scale high-quality retrofit programmes.

We’re looking for a Senior Impact & Evaluation Data Analyst to lead the analytical work that proves what works and shapes how retrofit programmes evolve.

Why this role stands out:

  • Work on England’s largest strategic retrofit partnership
  • Build the analytical foundations for large-scale decarbonisation of homes
  • Work with senior public sector leaders and policymakers
  • Shape how data drives climate and social impact across London

If you’re motivated by using data to influence strategy and deliver real-world impact, we’d love to hear from you.

Role Responsibility

You’ll work across complex, multi-source datasets (housing assets, retrofit delivery, smart meters, surveys) to build a robust evidence base for policy and programme decisions.

You’ll:

  • Design and own the impact and evaluation framework for major retrofit programmes
  • Build data models and automated analysis to evaluate pre- and post-retrofit performance
  • Connect datasets across31 London boroughs using property-level identifiers
  • Develop Power BI reporting and automated data pipelines with the data team
  • Translate advanced analysis into clear recommendations for directors and policymakers

The Ideal Candidate

This role is best suited to analysts who enjoy both deep technical work and strategic influence.

 You’ll likely have:

  • Advanced SQL and strong experience working with complex datasets
  • Experience applying statistical methods (e.g. regression, segmentation, modelling) to evaluate programmes or products
  • Experience building Power BI / Tableau / Looker dashboards used by senior stakeholders
  • The ability to explain complex analysis clearly to non-technical audiences
  • Experience influencing decisions using evidence and insight

Bonus experience (helpful but not essential):

  • Python, geospatial data, or Azure environments
  • Built environment, housing, or energy datasets

About the Company

Warmer Homes London is a new organisation designed to make Londoners’ homes greener, healthier and more affordable to heat by being more energy efficient. It is funded by the boroughs, the Mayor of London and London Councils. This new initiative is set to forge bold new partnerships, working with all levels of government, as well as with housing associations, builders, community energy groups, and training organisations.

Warmer Homes London will deliver its mission by:

  • working together: we will overcome systemic barriers to change the fragmented approach towards retrofitting social and low-income private housing
  • providing the data insights: we will drive better value for public money and turbo-charge efforts to make London’s homes warmer at scale and at pace
  • Making Londoners’ homes more comfortable all year round: enabling practical measures to be installed by suppliers, such as- wall insulation that keep heat in; heat pumps that are cleaner and cheaper to run; and solar panels giving clean renewable energy.

Our Recruitment Approach

The application process involves answering a small number of application questions aligned to the essential criteria for the role. All applications will be processed using a blind sifting method. This means that personal identifying details will be removed to ensure fair and unbiased shortlisting of applications.

The panel sees only the anonymised generated CV that Tribepad builds from the Education and Employment History sections of the application form.
Uploading a personal CV is optional and only helps auto-populate these sections - it does not replace completing them.
Please ensure these sections are fully completed. If they’re left blank, key information won’t appear in the anonymised pack and fair review becomes harder.

Your full details and original CV are not shared with the panel until after the shortlist is agreed and you are invited to interview.

We are committed to equal opportunities and encourage applications from all backgrounds. Reasonable adjustments will be made to support candidates during the recruitment process.
