Principal Policy and Projects Officer

Job Introduction

As a London Councils Policy and Project Officer, you will play a key role in the development, implementation, and evaluation of policies to address community needs as identified through London Councils Shared Ambitions. This role is hosted in London Councils' Housing and Planning team - our work is focused on securing the thousands of new homes needed in London, raising the condition of homes and reversing the capital's deepening homelessness crisis. 

London Councils is an agile employer, and working across London Councils’ Strategic Directorates, you will engage with stakeholders, conduct research, and contribute to the creation of effective policies that align with the goals and values of London local government.

Role Responsibility

        1. Policy Development:

  • Convene support through collaboration with internal teams, and external partners, providing high-level policy research and advice to develop policies that address identified needs across London.
  • Conduct thorough research and analysis on relevant issues to inform the policy development process.

 

        2. Stakeholder Engagement:

  • Facilitate stakeholder engagement to gather input and feedback on proposed policies; represent London Councils in external meetings, consultations, and negotiations.
  • Cultivate positive relationships and collaborate with stakeholders to foster support for policy objectives and project outcomes.

 

        3. Project Management:

  • Assist in the planning, execution, and monitoring of projects aimed at implementing local government policies and initiatives.
  • Develop project plans, timelines, and budgets, and coordinate project activities with internal teams and external partners.

 

        4. Policy Implementation:

  • Work closely with team leads and staff to ensure the effective implementation of approved policies.
  • Provide guidance and support in translating policy goals into actionable plans.

 

        5. Communication:

  • Draft clear and concise policy documents, reports, and communication materials for various stakeholders, including senior management and elected officials.
  • Communicate policy changes and updates to internal and external audiences.

 

        6. Monitoring and Evaluation:

  • Establish metrics and evaluation criteria to assess the impact and effectiveness of implemented policies.
  • Regularly review and analyse data to make recommendations for policy adjustments.

 

       7. Compliance:

  • Ensure policies comply with relevant laws, regulations, and local governance procedures.

 

       8. Continuous Improvement:

  • Participate in periodic reviews of existing policies to ensure relevance and effectiveness.
  • Stay informed about emerging issues and best practices in policy development.

The Ideal Candidate

  • Proven experience in stakeholder engagement, public policy development, project delivery and working in a political environment.
  • Strong analytical, research, and problem-solving skills.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex information to diverse audiences
  • Ability to work collaboratively with diverse stakeholders.
  • Desirable - knowledge of local government structures, processes, and issues.
  • Desirable - proficiency in data analysis is desirable

Package Description

Job Title: Principal Policy & Project Officer

Responsible to: Strategic Lead for Housing & Planning

Starting salary: £41,380 

Members of this team are currently hybrid working, combining office and remote working, with an expectation to be in the office for set days each month, team awaydays and organisation-wide events.
