Working Hours: 35 per week
Contract details: Full time. Monday to Friday. 9:00 am to 5 pm. Hybrid working and some mandatory office days required.
About the team and the role
London Councils is seeking a Performance and Governance Officer to work within our Transport & Mobility, Mobility Services team.
Mobility Services provides administration support and customer service on behalf of the 32 London boroughs and City of London Corporation for the Freedom Pass and Taxicard schemes.
Both schemes provide concessionary and subsidise travel for elderly, vulnerable and disabled people who live in London.
Freedom pass provides free travel for elderly and disabled people who meet the eligibility criteria on the Transport for London (TfL) network and transport operators, operating within the English National Concessionary Travel Scheme (ENCTS). London Councils manages the outsourced contract of this service on behalf of the 32 boroughs and City of London Corporation.
Taxicard is a service that provides subsidised journeys in Taxis and private hire vehicles for people with a disability who would find it difficult to travel on public transport. The service is funded by TfL and the boroughs, with London Councils providing administrative services and contract management of the taxi service provider.

Role Responsibility
What you’ll do:
Lead day-to-day governance and contract management for Freedom Pass and Taxicard, collaborating with partners to keep delivery on track.
Own procurement and the full contract lifecycle — market engagement, tendering, mobilisation, renewals/variations ensuring value and compliance.
Monitor KPIs/SLAs, turn performance data into action, and escalate/apply remedies where standards aren’t met.
Produce clear performance reports and maintain governance records (risks, actions, change notices, exit/BCP) to drive continuous improvement.

The Ideal Candidate
What we are looking for:
We are seeking a highly motivated Performance and Governance Officer to support the delivery, monitoring, management of contracts and performance frameworks across the contracts we manage. You will play a key role in ensuring that our commissioned services deliver high-quality outcomes, achieve value for money, and comply with statutory and contractual requirements. You will report to the Head of Mobility Services and work alongside and collaboratively with the Mobility Services Team Manager, Product Manager, boroughs, contractors and stakeholders.
