Warmer Homes London (WHL) is driving forward the capital’s mission to make homes greener, healthier, and more energy efficient. We’re at the forefront of delivering large-scale domestic retrofit and decarbonisation across London—working with boroughs, the Mayor’s Office, and partners across the public, private and voluntary sectors.
Warmer Homes London will be a central strategic coordinating resource for programmes delivering large-scale retrofit. The successful implementation of retrofit journey requires coordination among a diverse set of stakeholders, including – but not limited to - local authorities, landlords, residents, contractors, and community energy groups.
Role Responsibility
About the Role
We are seeking a strategic, creative, and hands-on Lead Service Designer to take responsibility for the design and continuous improvement of user-centred services across aspects of the live retrofit journey, particularly as they affect the resident experience and make it more efficient and easier for delivery partners to commission retrofit works. This role is pivotal in shaping how we design, test, and continuously improve the way we deliver retrofit products and services, ensuring they meet multiple user needs while delivering stakeholder value and demonstrating viability.
A core responsibility will be to embed a test-and-learn culture within Warmer Homes London helping interdisciplinary teams adopt iterative, evidence-based ways of working, from rapid prototyping and experimentation to measurement and scaling.

The Ideal Candidate
About You
The successful candidate will combine deep expertise in the design and delivery of live services with the ability to influence cultural change and organisational capability building. You will be adept at working with skilled but hard-pressed delivery partners and will have the insight to see the potential and roadmap to scaling existing pilots from across the retrofit ecosystems.

Warmer Homes London is a new organisation designed to make Londoners’ homes greener, healthier and more affordable to heat by being more energy efficient. It is funded by the boroughs, the Mayor of London and London Councils. This new initiative is set to forge bold new partnerships, working with all levels of government, as well as with housing associations, builders, community energy groups, and training organisations.
Warmer Homes London will deliver its mission by:
- working together: we will overcome systemic barriers to change the fragmented approach towards retrofitting social and low-income private housing
- providing the data insights: we will drive better value for public money and turbo-charge efforts to make London’s homes warmer at scale and at pace
- Making Londoners’ homes more comfortable all year round: enabling practical measures to be installed by suppliers, such as- wall insulation that keep heat in; heat pumps that are cleaner and cheaper to run; and solar panels giving clean renewable energy.
