Job Introduction
Role Responsibility
This is a strategic leadership position within Warmer Homes London. As Head of Operations, you will be part of the Senior Leadership Team, responsible for building the organisation’s operational capacity and ensuring delivery excellence.
Warmer Homes London is a new organisation jointly funded by the Mayor of London and London Councils; working in partnership with boroughs, housing associations and our delivery agents to invest an initial three-year capital programme of £231million to improve the energy efficiency of Londoners’ homes. Our mission is to make them greener, healthier, and more affordable to heat.
We are seeking a Head of Operations to lead WHL’s core corporate functions including strategic planning, performance reporting, governance, communications, finance coordination, and internal systems development to ensure that WHL delivers against its multi-year investment and delivery plans.
This role will also play a key role in managing stakeholder relationships, supporting governance structures, and championing data-led decision-making and continuous improvement.

You bring experience in strategic planning, governance, and programme performance management, along with the ability to lead teams through growth and change. With excellent communication and stakeholder engagement skills, you are committed to inclusive leadership, public service values, and drive impact at scale. You will ideally have an understanding of delivery of capital programmes in the built environment across housing, infrastructure or asset management.
