Starting salary: £52,344 per annum

Working Hours: 35 per week

Contract details: Full time. Monday to Friday. 9:00 am to 5 pm. Hybrid working, some mandatory office days required.

Role Responsibility

 About the Role

We’re seeking a Corporate Planning and Governance Manager to play a pivotal role in aligning WHL’s delivery and governance with London Government’s climate and housing ambitions. You’ll be responsible for shaping WHL’s strategic plan and guiding policy recommendations based on environmental analysis and stakeholder engagement. You will also provide oversight, maintenance, and best practice for WHL governance. Acting as a bridge between WHL’s delivery functions, senior leadership, and external partners, you’ll help define how London scales up retrofit delivery and achieves area-based decarbonisation.

This role combines strategic thinking, policy insight, and governance expertise - ideal for someone who thrives at the intersection of strategy, policy, and public impact.

The Ideal Candidate

 About You

The ideal candidate will bring strong understanding of governance frameworks, local and regional government, and strategic performance measurement; Proven experience working with boards, executive teams, and regulatory bodies, political awareness alongside excellent communication, analytical and relationship-building skills.


About the Company

Warmer Homes London is a new organisation designed to make Londoners’ homes greener, healthier and more affordable to heat by being more energy efficient. It is funded by the boroughs, the Mayor of London and London Councils. This new initiative is set to forge bold new partnerships, working with all levels of government, as well as with housing associations, builders, community energy groups, and training organisations.

  • working together: we will overcome systemic barriers to change the fragmented approach towards retrofitting social and low-income private housing
  • providing the data insights: we will drive better value for public money and turbo-charge efforts to make London’s homes warmer at scale and at pace
  • Making Londoners’ homes more comfortable all year round: enabling practical measures to be installed by suppliers, such as- wall insulation that keep heat in; heat pumps that are cleaner and cheaper to run; and solar panels giving clean renewable energy.
