Starting salary:  £112,277 

Working Hours: 35 per week

Contract details: 12-month fixed-term contract, flexible and part-time working arrangements available (0.6–0.8 FTE). Monday to Friday. 9:00 am to 5 pm. Hybrid working, two mandatory office days required.

Role Responsibility

Warmer Homes London (WHL) is looking for an exceptional Chief Organisational Transformation Officer to help shape the next phase of our organisation at a pivotal point in our growth.

Working closely with our Managing Director and as an associate member of the Senior Leadership Team, you will lead a complex, high-profile transformation portfolio spanning organisational design, strategic investment planning, new delivery models and organisational development. You will bring together senior partners across WHL, London Councils, the GLA and the wider London system to turn strategic ambition into clear, evidence-based and governance-ready plans.

The Ideal Candidate

We’re looking for an accomplished transformation leader who can operate confidently in complexity and at pace. You’ll bring significant experience of leading strategy and transformation within, or closely alongside, local or regional government, combined with strong programme leadership, analytical thinking and the ability to influence senior stakeholders across organisational boundaries. Knowledge of the retrofit, clean energy or social housing landscape would be particularly valuable.

This is an opportunity to make a tangible impact on how London develops and delivers its future approach to warmer, more energy-efficient homes.

This is a 12-month fixed-term appointment, and priority will be given to candidates who are available to start in late September 2026.

About the Company

Warmer Homes London is a new organisation designed to make Londoners’ homes greener, healthier and more affordable to heat by being more energy efficient. It is funded by the boroughs, the Mayor of London and London Councils. This new initiative is set to forge bold new partnerships, working with all levels of government, as well as with housing associations, builders, community energy groups, and training organisations.

Warmer Homes London will deliver its mission by:

  • working together: we will overcome systemic barriers to change the fragmented approach towards retrofitting social and low-income private housing
  • providing the data insights: we will drive better value for public money and turbo-charge efforts to make London’s homes warmer at scale and at pace
  • Making Londoners’ homes more comfortable all year round: enabling practical measures to be installed by suppliers, such as- wall insulation that keep heat in; heat pumps that are cleaner and cheaper to run; and solar panels giving clean renewable energy.
